Grand Erie District School Board represents more than 28,000 students in 58 elementary schools and 14 secondary schools within the City of Brantford and the counties of Brant, Haldimand and Norfolk, as well as students from Six Nations of the Grand River First Nation and Mississaugas of the Credit First Nation. With a dedicated staff of more than 2,900, Grand Erie is committed to learning, leading and inspiring. The Education Centre is located in Brantford. The Board is currently seeking a full-time Manager of Budget and Grants to join our team.

The Manager of Budgets and Grants supports the budget development process and financial reporting for the Grand Erie District School Board. Responsibilities include developing the operating budget ensuring transparency, participation, consistency, accuracy, efficiency and effectiveness throughout Estimates and Revised Estimates budget cycles. In addition, this role is responsible for the financial reporting duties within the board including analysis, monitoring, submission and compliance to both the Board, the Ministry of Education and other key stakeholders. This position will also have oversight of the school accounting team.

Responsibilities:

Reporting to the Senior Manager of Business Services, the Manager of Budgets and Grants will have four direct reports who will assist in the completion of the tasks below.  The Manager of Budgets and Grants will:
  • Organize and collaborate with stakeholders in order to prepare the annual estimates and revised budgets including presentation materials and reports.
  • Develop revenue and expense budget focusing on compensation costs, operating costs while utilizing historical, trending and research analysis.
  • Identify budget pressures and funding shortfalls annually based on the Ministry of Education’s technical funding paper.
  • Maintain and oversee the integrity of the General Ledger (GL) framework within the financial system, ensuring alignment with Ministry of Education account coding standards and regulatory requirements as well as collaborating with HR and payroll to ensure accuracy.
  • Day-to-day functioning, supervision and support of the Budget and Grants Officer whose main responsibilities are salaries and benefits preparation, budget monitoring, reporting and analysis.
  • Oversee two school accountants whose primary responsibility is to support schools with school budgets, school banking and promoting and improving financial literacy at the school level.
  • Oversee monthly monitoring of budgets and reporting to stakeholders.
  • Prepare quarterly interim financial reports for management and Audit Committee.
  • Assist with the year end audit including analysis, schedules, and population of Ministry documents.
  • Coordinate all receipt and reporting associated with grant funding.
  • Provide input in the development of policies and procedures as required.
  • Prepare ad-hoc reports as required
  • Other duties as assigned.

Qualifications:
  • Completion of CPA Designation (formerly CA, CMA, CGA) required.
  • Degree in Business, Accounting, Commerce, Economics, or related field.
  • Minimum 5 years of related experience in budgeting including salary and benefit forecasting as well as financial statement preparation.
  • High proficiency with computerized financial systems and reporting and analysis tools such as Microsoft Excel.
  • Strong analytical, research, reasoning, problem-solving, and decision-making skills.
  • Strong communication, interpersonal and language skills.
  • Ability to respond positively and adapt easily to change, including reprioritization and re-planning under time constraints.
  • School board or other public sector experience.
  • Diploma in School Board Administration is a desired asset.
 
Job Specifications
Hours of Work 7 hours per day/35 hours per week
Rate of Pay Hiring Range $103,028 to $113,566
Salary Range $103,028 to $117,077
